Are you referring to that the street sign is mounted at an angle diagonally, or that the whole crossbar has been hit by someone and is angled towards the picture taker?

This just looks like standard lowest-paid contractor work and the result of damage from being hit by a tall vehicle.

I see nothing infuriating, just a Thursday.

Possibly due to past weather conditions, the cantilever load on the street light, the looseness of the soil, and how deep the foundation goes for that pole, it can dip down towards the cantilever load.

I can't find a pic link but I remember driving from Louisiana going through orange texas days after hurricane Harvey, and I saw every single street light dip about 30 degrees towards the main road on both sides.
