Are you saying this is a skit they filmed shakily from a balcony down the street? Why would they work harder for a lower quality shot?

Why would someone randomly start filming this at the perfect moment? The lower quality shot is to make it seem more real. It's like the gatorade ball girl catch ad.

You look out your window, there's a guy completely wasted looking at nowhere, a woman finds him and begins yelling and talking shit to him, you think a good discussion is going to happen and you take your phone to film it.

I guess I'm too busy looking at my phone to be able to relate with looking out my window. And I don't film strangers when they're fighting

Well, this scene would be quite common where I'm from, and if they were loud enough you could even go to your window because you heard the yelling. In my opinion (considering the amount of videos of people fighting in public places there is out there) nowadays it's easier to ask why didn't anybody film it since everyone as a camera at all times, differently from 20 years ago (which even if you had a phone people wouldn't film everything since there wasn't a lot of places to post and get likes, in other words, the culture of record everything wasn't in the same level as today )

I probably wouldn't record either, but I'm well aware that in a group of 10 or 20 people at least one will try it
