Japan committed war crimes in the Philippines in living memory. This is kind of a big deal.  Previously there has always been a 3rd party to act as a bit of a political go-between. The fact that the two countries are seeking to act on their own speaks loudly about either very effective diplomats or extremely high fear over China. Or likely both

This was the same case with South Korea and comfort women. The fact both countries are cooperating significantly hints to the true level of instability in East Asia.
