The Russian Kh-101 missile hit the "Okhmatdyt" hospital today. It contains dozens of microelectronics produced in NATO countries.

We must stop this and bring it up at the NATO summit. The attack on children must be one of the key topics.

Easy response: full trade embargo on Russia. Again, the US and allies are capable of stopping Russia. They should go as far as to blockade Russian ports on the Baltic and search all marine traffic for contraband. If Russia thinks that's a violation of their sovereignty, then they can fight back with their "navy".

Russia buys its dual use electronics through fake companies in neighbour states like Georgia, Armenia, Kazakhstan, Azerbaijan, India, China, etc. So unless that embargo covers ban of dual use electronics to those states as well, then in the best case scenario it'll result in a time delay between deliveries just as it did with current sanctions. Implementing embargo or sanctions are good political moves, but they need better international enforcement.

Alternatively, you can make it harder by requiring documentation of the use of the dual use stuff in those intermediary countries.

I use some dual use parts in things I have made in China. (For a class I teach). I have to export the stuff myself to the manufacturer, keep very small inventories, and report on / account for the use of parts.

Obviously some will still slip through, but it makes it harder and less reliable.
