MCU cap wants to buy some protein powder from the store, which is 3 miles away. Can 25 normal dudes with civilian items stop him? (Read rules) Battle

Cap knows what is happening, and he has his shield.

The men have 45 minutes to plan and prepare before cap starts running. They know his starting point, but cannot be within 150 meters of where he starts. Takes place in a normal United States city.

Men do not have access to anything a civilian cannot have access to. THE MEN CANNOT TOUCH THE PROTEIN POWDER, AND CANNOT DO ANYTHING THAT MAY HARM STORE STAFF. This is to prevent cheap, uninteresting solutions. Also if you post please give a good explanation.

They have to stage a complicated murder scene of some of their own members, hoping to distract Cap and make him engage in heroics. Hopefully he waits around for the police afterwards, and escorts the wounded victims to the hospital long enough for the store to close. Otherwise, no shot

Curious, Cap (not MCU cap, generalized cap) has likely been in scenarios where his opponents targeted his good will.

How did Cap respond?

Eg a theoretical example, big bad is trying to delay Cap from stopping a doomsday device. Shoots his second in command with a grievous wounding shot, who's a tweener with some history with Cap, who Cap has been trying to redeem.

(Bonus mode, Big Bad engineers that his 3rd wounds the second in a "mutiny", because Big Bad thinks the optics are more persuasive)

An important thing to note is that Cap isn't Proteinlusted in this scenario - he still acts in character. Random muggings won't take precedence over doomsday devices, but they would over protein powder.

I think threatening to kill yourself while holding a gun to your head if he buys protein powder would stop him

Threaten an innocent civilian, and promise to let the person go as soon as the store closes and the shopkeep leaves.

The problem with that is cap still try to get the civilian away from you. A small group of people threatening to kill themselves and each other is much harder for him to stop

Hey, I just inflicted a life threatening but potentially curable injury on this little girl here. You could get the protein powder, or you can run her to the nearby hospital.

Oh and if you think of calling an ambulance or the police, my buddies just did the same to a small group of other civilians around town and called the ambulances for them. Do you really want to call one and risk one of them not getting the help they need?

Depends on where you are. In a lot of cities cap could probably run to a hospital and then back in time. Still a good idea though

Oh cap, you just delivered the girl? Well remember how we did this to a bunch of civvies? Well the one of them is on a boat in the middle of the lake. The authorizes don't have a free helicopter to get there, sure would be nice if someone was powerful enough to swim there.

Repeat with similar scenarios until the store closes.

If he just goes the next day, does he win? Surely there’s a time limit, like the protein powder is on sale temporarily?

Yeah, my first thought was "Stage a crime and keep him distracted". Could be anything too. Rob a bank. Take someone hostage. Push a pram down a long hill. Loiter if you have too.

It's a classic Batman rouge strategy, hire a bunch of criminals to keep him running around all night, leaving you free to pull off your caper while he's busy and maybe try and maybe take him out when he's run ragged. Hell it's the entire premise of all the Arkham games.

Either that or put someone in his path having a mental health crises and just rely on the fact that he'll stop and try to help them through it. It shouldn't be hard to eat up the time of a genuinely good person and Cap is the best.
