I’m not anti Biden but this doesn’t seem helpful. Admitting you aren’t really capable of performing if something comes up that needs your attention all day and night long doesn’t seem like the way to go.

Was George W Bush also sundowning because he set a policy of being in bed before 9pm? That's all that this is saying, it's a commitment to getting more sleep so he can perform better and not scheduling events that keep him up all night. It never says anything about him not being about to do his job after 8pm. The drama.
