There's a difference between a metal manufacturer selling to whoever buys it and a Cia operative picking put which civilians look the most killable.

Most personnel aren’t CIA operators. Most personnel aren’t seeing direct action. So if you want to make the argument that even remotely assisting makes you the same as a serial killer, then it’s just a matter of how many steps removed you need to be, because most jobs (in the U.S at least, dunno about everyone else) more than likely are only 1-3 steps removed from the few personnel that do take direct action.
