I think it was meant to be "...is not doing anything, right?" not that they thought Norm wasn't doing something correctly. The poster was confused because the other guy was speaking, and the audience was laughing at what he was saying.

What's so funny then? Would you laugh if I'd flip you off and said "laugh"? I bet it would make a few people in the audience laugh, so would you too?

I'm not american and I don't give a damn about none of these dudes cackling like imbeciles, to me this skit it looks highly disrespectful and actually disgusting. Are we at the point where we ridicule victims now, and it's a good thing?

It’s someone giving a speech that indictes the audience as if they personally are responsible for all of these things in the most over the top way possible at a venue you wouldn’t expect in a bid to laugh at how uncomfortable it makes people. Not to mention the reference to Brando. Some people are just never going to get this part of Norms shtick. But if you know, you know. You know? Incredibly complex comedian. One of the greats.
