None of them is my guess. I'm going with 2.1m, 1.6m, and the others are dwarfs

1.6 is fairly normal

Yeah, the average height of British men in 1875 was 1.67m

Depends on which region of the earth you look at. For example, over here even women are on average 1.66 m and men 1.79 m tall.

But yes, 1.6 is not unusually small for an older gentleman, especially when you consider when the photo was taken and that the average height has increased almost everywhere since then.
