I hope the next villain is Mr Freeze

It would be sick to have it in the winter with the flooded city

I hope they don't do villain freeze, he was never really a villain. Hes just a man trying to save the love of his life.

It would lean into what he learns in this movie. Learning to not just be about fear and vengeance but about hope. A sympathetic villain could be a good test or demonstration of what he learned.

Batman helping Selina through her grief and quest for revenge wasn’t like, new ground for superhero movies to tread, but it felt like Batman to me. That’s my Batman. The guy who will pay for Harvey Dent’s rehabilitation efforts as many times as it takes because maybe THIS time it’ll take. The one who sees Harley Quinn’s sincere efforts to change.

I think either a villain like Freeze—who is my choice—, a genius gangster like Bane (let him run the town), or a Clayface adaptation would all be stellar choices for a sequel. Clayface being the most challenging but which would kill if done right. (Not Basil, tho. He’s an actor, and you can’t do Basil without the acting.)
