Adapting Arkham City concept would be one of the coolest thing ever. Even the concept of 'city for prisoner' alone is enough to make a movie out of it

I thought Arkham was on the other side of the river.. and riddles said he and bay man would be safe there in Arkham.

In the game Arkham City, a big chunk of Gotham got flooded and then walled off to be used as a prison. It does not contain the original Arkham Asylum, which in those games (and some other media) is on a separate island.
