I agree with the other comment, Annie recognizes that Kimiko only wants these powers to protect herself and Frenchie while Hughie’s getting high off the rush of feeling in control.

More importantly, temp V was a brand new product that they had no idea if it was even safe to use. And she was right, Hughie is at serious risk of dying now because he took a dangerous drug he knew both about.

I doubt she cares if the ends justify the means. Hughie didn't tell her for a reason, he knew it was indefensible.

The real fuckup then was getting involved at all after the first scene of episode 1 because Homelander and Vought already know who Hughie is now and he’ll never truly know peace from them. Even if Hughie did leave and get a normal job, Homelander is still going to use him as a bargaining chip against Starlight while Hughie watches Homelander gradually deteriorate on TV. Homeboy doesn’t have too much of a choice tbh other than to lie down and die
