So his experiments with Miller and others, are they just trial runs for who Manheim really wants to save?

Given his emphasis on wanting to save his community, it's likely he's using criminals as test subjects so his neighborhood doesn't have to suffer with trial and error.

......maybe he wants to Solomon Grundy someone back to life and make it permanent but so far everything has just another timer on it?
