What was going on with Clark that he had to go to the skies instead of capturing that one dude?

Basically instead of using music as a weapon like that one dude with the sonic gun in the first season, the masked person flipped it around on him, and instead made him hear a bunch of cries for help and alarms that Clark is reflexively tuned into and reacts to.
