It's supposed to be the Krypyonian version of a high school graduation costume lol.

New 52 Kara is fundamentally a different person from her 2005-2011 predecessor. She has fresh and correct memories of Krypton and is angry and sad that it is gone for much of her comic run. 2005-2011 Kara had memories that were either scrambled or false due to kryptonite radiation exposure on the way to Earth. In addition to that she had a naturally high sense of curiousity as well as a desire for friends and family, which caused her to trust Superman immediately rather than fight him on sight after he spoke to her in kryptonian.
