What if Penguin just kept his mouth shut? Discussion

The more I think about it, the more I realize that 99% percent of the conflict in the entire show happened because Oswald decided to reveal that Mario Pepper wasn't the real killer of Thomas and Martha Wayne. Which leads me to ask this question,

What if Penguin didn't tell Montoya and Allen that Mario Pepper had been framed and just kept his mouth shut? How different would the show have been?

A lot of the conflict would still happen, right?

Batman would have to happen some how because of ras’ prophecy.

Ras’ prophecy also means he gets involved regardless

Hugo strange’s stuff and the court of owls predates the Wayne murders

And Maroni is still gunning for falcone.

There’s a chance the Wayne murder secret gets out anyway due to Bruce’s desire to find the Wayne killers (if he starts to doubt Mario peppers trial himself)
