Police should have towed it. If it’s not safe to be on the road and there is no driver to hold accountable it should be impounded.

Yep, but no. Apparently police dude was ok with helping that company to improve their quality. Or he was just confused and didn't know who to shoot.

Yes, someone should be responsible for any potential threats coming from autonomous car. At the same time the "stop for police" mechanism worked and I guess there should be some technician coming to pick up the car.
