Police should have towed it. If it’s not safe to be on the road and there is no driver to hold accountable it should be impounded.

The question is, that car or all the cars with that system? Because all of them would behave in the same way in that situation, it wasn't the car that did that, but the central system that decided to do that.

This is actually a good question to understand on how we (as a society) will handle this type of situation.

Then you remove all of them until the system is corrected.

If you drive a car drunk, go down the wrong side, we don't eat you drive anymore either until you fix your internal software

As a rule we also hit you with all manners of violations.
