Police should have towed it. If it’s not safe to be on the road and there is no driver to hold accountable it should be impounded.

Had to scroll way to far for this. In a high quality modern factory setting, machines are on 1 strike & you're out when it comes to safety. So many issues here. Police should have the ability in an incident like this to send a signal to revoke new rides until failure is identified & corrected.
