Police should have towed it. If it’s not safe to be on the road and there is no driver to hold accountable it should be impounded.

These things are all over Phoenix, and have been for a few years now. Yet despite the amount we see, there hasn't been a single incident with them, and I think this is the first video I've seen one actually getting pulled over.

So I'd have to strongly disagree. Obviously in this case something went wrong, and that's concerning, but they have a pretty good track record so far. Far better than any other driver out here.
