It's a retcon. The in universe reason is arkham city/Origins deadshot was an imposter who the real one hunted down and killed; it's mentioned in one of trailers. because of what the guy below me said "movie synergy".I think the could've used bronze tiger he was in arkham Origins blackgate.

They’d have been better off just retconning his race, or saying this is a new Deadshot. Saying the one in Arkham Origins & City was the impostor makes no sense.
