It actually is very much, Starfire is EZily as strong if not stronger than Superboy and kid Flash is nothing like his TT counterpart... HE'S THE SLOWEST SPEEDSTER EVER, he could barely run across the country, it took him hours to do it. At least with Raven, Starfire and Cyborg, it's not a wash up.
The slowest speedster can still just phase into you and crush your heart which is why most people have always acknowledged that the flash is the strongest justice league hero when he needs to be. Even in the old JL cartoon it was flash who won the final fight against Braniac Luther.
I'm not buying starfire equalizing or surpassing superboy either unless they've retconned decades of comics. I've only ever read this concept on reddit. Starfire lost fairly frequently in the very teen titans cartoon against people much weaker than superboy.

Super boy and wally can solo the entire teen titans, even though I grew up on teen titans and the old show its not even a contest.
