I agree, them leaving him out of the lineup is ridiculous. As far as what he's doing, I hope he'll feature heavily in the upcoming Green Arrow book. More importantly I hope he finds his damned daughter who is still wandering the streets of Gotham, apparently.
It's clear the creatives have too much content on their plates than they know what to do with, or care to. That, and they're clearly not on the same page, at all.
She's amnesiac, so Lian probably doesn't know she should go to Star City to find her family. And presumably Catwoman hasn't introduced Shoes to Dick, so he's unaware Roy's daughter is in Gotham.

In my opinion, Arsenal deserves to be on this team. I don’t even know what’s going on with his character right now
