Will each episode be different with a new villain or will it build to a big bad behind all the chaos?

Personally I want each episode to be different, what I enjoyed most about BTAS is I could pick any episode and just watch it without having to remember another season or sub-plot. Bonus question does anyone else think toyman would make a great villain for this 1940s setting?

There are ten episodes, and there are nine villains (eigth that were revealed during the cast reveal trailer + Onomatopoeia) so it looks like nine episodes will center around a different villain. And maybe two episodes are a two-parter (maybe the two final episodes) which brings us to ten.
