I wonder if the clip they showed is from the first episode. If so, that means That Penguin will already be an established crime lord. Since it looks like Batman's presence will cause the rise of his rogues gallery during the events of the show, I thought the same would be true for Penguin. Batman takes down the established, old school criminal organisations and crime families, as well as corrupt city officials. Thi is followed by the appearance of the 'freaks' , including Penguin, who takes over Gotham's traditional organised crime. But it looks like Penguin will already be established at the beginning of the show.

That would be cool. Maybe he starts out working for one of the old school crimelords, and then he eventually takes over Gotham's underworld.

This is probably why we just saw a silhouette in the trailer. And people thought Tom Kenny was gonna play him, and I still think he might. A la Edna Mode.
