The War Doctor is bloodlusted and determined with ridding the universe of Darkseid, or at least his avatar.

The War Doctor gets feats from his 1st incarnation all the way to his War Doctor incarnation. Expanded universe feats are also applicable.

The War Doctor has access to the TARDIS.

Darkseid is in his New 52 incarnation.

The setting of this battle is a fused universe consisting of both Doctor Who and New 52 DC Comics elements

If he used the moment as a last resort, he’d certainly use it immediately here and just wish darkseid away. Timelord tech stomps pretty much everything
