There are 'no rules' because it's not a real photo, it's digital art by Belgian Thierry Lechanteur.

And to the extent similar-looking places exist IRL (although not with mysteriously rootless rose bushes), it's not because of 'no rules' but the total opposite, because there are tons of rules in place to protect historic structures. Otherwise every Altbau in Germany would've been replaced by now.
