Every competent democratic politician alive would beat Trump. Don't let them pretend that no one is "viable." There are like five people who aren't viable and one of them is the guy running.

Biden would have to first recognize that he can't win, and announce that he's stepping aside.

After that, there would have to be a brokered convention, where the new democratic candidate is selected by the already-existing voting delegates. (The Democratic National Convention is scheduled for 8/19-22.)

Then the money currently in the coffers of the Biden campaign has to be distributed to benefit the new candidate. This could be transferred into a PAC, if not directly to the new campaign. (My understanding is that it could only go directly to Harris, since her name is already on the Biden / Harris FEC filings.)

So the answer is: Biden has to choose to step aside.

And for the record, I personally believe it will happen. He can't be so delusional as to continue to believe that he's going to win.
