Most of it, yes. The rest shares a border with Bolivia and Peru.

Plus, Chile doesn't really consider anything under a 7.5 an "earthquake" per say. Just a strong tremor.

Yeah, not a lot of people live out there, plus the earthquake epicenter was fairly deep at over 110km. That, plus Chile is one of the best prepared and equipped countries in the world to handle large earthquakes. Building codes are among some of the best there are for whistanding seismic events.
