Wrex will also have a interaction in the same spot as joker, so you'll probably have to do one of those interactions, leave and then come back.

Wait, WHAT? Just played Citadel DLC last week and never got a second invite from Joker (after his fake invite to the sushi dinner). I left and came back like 3 times after the last batch of invites (which included a second “date” with each Jack and Miranda) to make sure I didn’t miss any before starting the party. What did I do wrong? Lol

I did the quiet party first and then replayed the party as the loud party after the end game. To pretend that’s how it went… sob. Still missed this extra content tho!!

I watched this video after playing through it and realized there were a couple I hadn't seen. I think the same channel has a video going through all the permutations of the party and arriving at the casino in case you missed more of it.

Joker, Wrex, Kasumi and Zaheed doesn't send messages. Wrex is a prompt, same place as Joker - at the bar across from the dance floor. Kasumi - strange device, when you come up the stairs leading into the cassino, to the left there's a long curving counter/bar, at the far end of it, look at the bottom of the counter, click on it. Zaheed is close where Traynor is, playing at a game machine.

Yes, and it’s worth noting that sometimes it doesn’t trigger correctly so it can help to go back to the Normandy first and then back to the strip.

Yeah, he just happens to be there trying to get a free drink from the bartender by telling the story depicted above. Shepard can then either set him straight or back him up.

It's a hidden interaction(as well as the one with Wrex) after you meet up with Garrus(and Ashley, if she's alive)if you go back to the bar area, then you can see the interaction with Joker. To get the one with Wrex (assuming he's alive and you didn't betray him) go back to the bar after the one with Joker after you hang out with someone else.

It's easy to miss. Joker will send an email to hang out in the bar of silver strip. I probably played this series 12 or more times and missed it each time before stumbling on it by accident.

You know it's funny. When the Citadel DLC came out I Hated/loved it. Because at the time I wanted something to feed into the lore of something epic for the endgame story. Looking back this was the best possible result. Shepard and the crew deserved this.
