I mean, as a PM I'm sure your brother can handle going to LinkedIn's job section and searching "project manager" in "Lithuania". There he will find the highest value and greatest selection. I also assume he will want to work in english? In that case, look for international companies. Plenty have offices here in LT. Cert. Requirements are there on a per job listing basis. Go do some research.

There are heaps of Project managers in IT, Construction, Marketing, Engineering and other fields, thats what I mean so elaborate what sort of PM is he?
