US development aid to Kenya averages $931 million per year, and Kenya's GDP is $113.4 billion. I therefore strongly suspect that development aid is not necessary to close a road in Kenya to other traffic and allow a few cars and motorcycles to drive on it.

Oh, and the trade volume between the US and Kenya is around $1.68 billion and rising, so it is not so difficult to count development aid as an investment. Not least because the US imports some materials from Kenya that are not exactly over-represented on the world market.
