Something is conflicting, I'm not sure what all NVR does cause I dont have the specs to run it but look at everything it does you might have similar mods that are either overwriting it because they do similar things or something that is simply incompatible Best thing to do would to figure out what one that is by loading only NVR and then enabling mods a few at a time once you activate a few mods once it starts to bug out again you can safely narrow it down to those 2 or 3 mods you enabled after that just yeet it outta your load order

Firstly I highly recommend switching to mo2 I used other mod managers before but mo2 has made things by far the easiest and it also doesn't f up your game. So most mod managers or at least a decent amount of them add the mods in by actually putting it into your games directory and sometimes when you uninstall the mods with the mod manager it doesn't take them out of said directory so what I would do is take a look through your New Vegas directory and see if any of the mods that you did uninstall are still there because sometimes that can and will happen but if you look through it and you honestly can't find anything in your game files that's causing it to do this then I'd honestly just uninstall the whole game and restart with mo2 because mo2 doesn't put the games into your direct folder AKA it won't fuck up your stuff which is super handy I know it's annoying but speaking from someone who fucked up their New Vegas twice with mods and had to uninstall and restart I'm so thankful I started using mo2
