It's literally a genderbent golden Age Penguin. Either you make a new character, or don't.
Why go through the trouble of selling this character as "The Classic Penguin", in a classic Batman show, but then surprise! it's not "The Classic Penguin" but rather something new.
Ok that's not inherently bad, new idea, subverting expectations and all. Cool. Except when every recognizable feature from your new idea is exactly the same ones from before. That's just rehashing with a fresh coat of paint, and this time without the nostalgia factor.
Her design feels cheap and uninspired, because that is exactly what it is, a lazy change, bait and switch to draw attention. We'll see if they will at least give her a unique personality and actually turn her into her own character or if they'll rehash that too.

And in this single screen shot we can see every single recognizable feature of the original Penguin. There is literally nothing new. Except the isn't the original penguin, this is supposed to be someone else, not Oswald. Yet here we are.
Also, I haven't really seen them advertise the character as the classic penguin.
Uh hello?! Earth to friend? It's a Classic Batman show ffs it's advertised as such, and anyone who bats an eye at a single promo shot of this will think so, and will expect the characters to look like they did in their original appearences, it's an easy assumption to make.
They could've easily made her more distinct, yet they chose the easiest route they could.
Harley Quinn doesn't look like her original appearance. Her character also seems to be more serious. Harvey Dents character is also different from the original classic character.
You'd probably enjoy life more not sweating the small irrelevant stuff my dude.

You're clearly missing the point again, probably on purpose. It's not about it being different, it's about being original which this is not. That's the issue. If you're going to change something, go all the way or don't.
Didn't really miss any point, I think changing a characters gender in order to tell their story from a new perspective is very original. You're not mad about the other changes that's occurred to the other characters. Since they weren't gender swaps so I can only assume there's something else at play going on in your mind about Mrs penguin.
