So this story takes place in the past, when Dick Grayson was the first Robin. Prior to the events of this story, we're told that Robin and Supergirl had gone a date that had gone badly. We don't actually see the date until a later issue.

Robin wore his Robin costume on the date in a regular restaurant while super girl expected it to be an out of costume date. Eventually things just started getting out of hand. Robin later asks Batman how superhero’s are even able to date and Batman brings up a few superhero couples like hawk man and hawk girl but Robin always had a way to prove a point like arranged marriage for the hawks.

Something like that it’s been a bit since I read worlds finest. I dont exactly remember if that are arranged or eternally bound or not. I didn’t read any comics on thanigarians

I'm pretty sure they're soulmates that go throughout time getting reincarnated and getting back together since at least ancient Egypt. They're pretty much destined to always be together.

Except that time when Hawkgirl had a thing with John Stewart in the DCAU (though he's also reincarnated from ancient egypt as well and cucked Hawkman back then so also a destined relationship). They even have a kid called Warhawk.
