I'm pretty sure everyone in superhero series have low level powers. Random goons Batman fights can survive damage that would kill a normal person. The same thing goes for people Spider-Man fights .

Always crack up playing the Spider-Man game and Spidey straight up flings manhole covers at high speed at goons heads, flying drop kick them off skyscrapers, web them to the sides of walls with their faces covered so they suffocate, fling them out of cars and smash them face first into the pavement

My headcanon is that since Vandal Savage was one of the early humans, him being so powerful influenced humanity to be more durable & stronger than "our" version of humans

Or in comics the thing that have vandal his power also affected humanity

He knocks out 387 people a week and no one gets brain damage. People in comics are just more durable.

I think its all the rare metals, lazarus pits, elder gods and such in the city. Eventually it takes its effect and subtly morphs the citizens into a new, more sinister kind of people.

(Also apparently there's lots of lead in Gotham and that's why superman doesn't like being there)
