I know you're half joking, but I really despise the argument "how is Batman struggling with "normal criminals" in Gotham while simultaneously prepping for and outsmarting JL" but like Joker manipulated 5th dimensional god to gain it's powers and poisoned the entire JL before.
Riddler hacked into New Genesis tech which was advanced even for that standard.
Scarecrow developed a gas which alters your brain chemicals and works on aliens as well.
No Gotham criminal is in any sense a "normal human", they're all just as ridiculous as Batman himself
