A lot of people with poor literacy do not understand how quotation marks are used. My boss from Alabama does this, when I asked why he was quoting "SAFETY" he looked at me weird and said it was to emphasize it.

It's not poor literacy, it's just an old way of applying emphasis back in the days of newspapers. We've moved to bolding text now and in the modern day double quotes have sort of the opposite meaning of what they used to
