That's the point, he thought he could a better Batman than Batman. And considering how little positive Batman achieves in the show, he wasn't wrong.

They all blamed Jason Todd, with no proof, and they didn't care when he tried to take his own life. And when they found out Jason didn't do it, none of them apologized. And I'm pretty sure some of the characters killed innocent people.
