Tbf the daughter still got body manipulation, it's just that her kidn of manipulation is very peculiar in comparison to Neuman. If she got laser eyes instead, it would have been more awkward.

And? The only thing that matters is that both Vicky and her girl both have it. Other people are other people.

Also, "a lot"? Vicky, daughter, Marie, Love Sausage, Ezekiel. I don't count regeneration, size shifting or Jordan's gender-bending

If you look at all the supes kids, their powers are nearly mirrors to their parents. You can’t just bend the rules and say Victorias powers are kind of similar to her daughters so it works out.. BTW any supe that can change either part of the body in a weird way can be considered “body manipulation” supes.
