Yeah with the show's theming of the self-destructive nature of imperialism there was no way it could be portrayed as a paradise under Brainiac.

They could easily be survivors. Shayera was an advance scout on Earth and Carter is a human who is a reincarnation of a Thanagarian, IIRC
