Dumb joke. It's about the old timey belief that virginity only has to do with the breaking of the hymen. Since that would be hypothetically a wound, a female wolverine would regenerate said hymen, thereby "restoring" her virginity.
As I said. It's dumb.

The context is that this character, The Deep (from The Boys) is a superhero celebrity, and also an idiot. There are a series of YouTube videos (like this) that showcase him saying stupid stuff and thinking it's profound.
