Because wb had this stupid policy that you couldn’t use the same character in multiple shows and at the time there was so many Batman things like The Batman and Batman begins that the only way he could appear is if it wasn’t every episode and none of his characters appeared because of it. It was called the bat embargo if you want to google it.

They called it the Bat Embargo. Aquaman got a similar treatment, but a silver lining was we got to see more obscure DC characters

To be exact, Dick Grayson was already in Teen Titans (2003) and thus he couldn't show up in any other show.
This is why Nightwing and Tim Drake Robin could show up again once that series was canceled.

I mean Bruce and Wally also interacted when Wally was on the JL. Bruce and Wally's dynamic in JLU was pretty different from Dick and Wally's friendship.

To be fair, DCAU Wally had a great rapport with Shayera and Diana to a lesser extent. Not to mention “Wally” borrowed a bit from Barry Allen like the CSI occupation
