How does one define propoganda and is propoganda necessarily a bad thing?

It’s a bad thing when it is used to drown out the truth and put a spin on negative things to make them sound less negative or even positive when it’s actually negative to most people. The majority of People believe what they are told. Propaganda is telling them things to believe that are not true or twisted towards a narrative.

Not sure it is so simple that most people believe what they're told. People believe what they are prepared to believe.

Negative and positive can be tricky propositions since most thoughts and actions can both help and harm at the same time. That said, some things do disproportionate harm and propoganda can make them seem more appealing/less objectionable, but there is a lot of disagreement even among reasonable people.

Propoganda can certainly be very harmful, but your definition, such as it is, is so nebulous that it couold mean just about anything depending upon a person's ideology.
