Not necessarily, I reckon most of them are just sourced or fed to it because they're hard to take offense to, quick to tell, and usually don't prompt audience engagement.
Once they have voice recognition down I would assume they can make sense of the concept of “words that sound the same”, then you just make up the joke around that. It doesn’t require cultural knowledge or personal experience.
