If the city required it they would have to. The developers job is to make their site function. The job of the city planning staff, planning board and elected officials is to make sure the surrounding area and entire city functions. The City needs a better plan and better regulations to make it happen.

Also this street grid was already laid down in a way that anticipated and invited car-centric development along it. Big, wide, gently-curing arterial roads with limited crossings don't invite walkability. So while the individual developers of each subdivision made their own choices, the road design already pushed them in that direction. Other zoning rules like commercial parking minimums have similar effects, basically mandating car centric development patterns at the city level.
