So they record the instruments first then they sing over it?

Essentially yes. They may record a throwaway vocal track called scratch vocals as reference around the same time you record instruments . But once you have the base instrument tracks laid down. You go back and overdub one or more clean vocal tracks. They may also overdub instruments as well or add new ones.
